Prohibits states and localities that "defund the police" from receiving Economic Development Administration grants and Community Development Block Grants (CDBG)

Defines "defunding" as abolishing/disbanding a law enforcement agency with no intent to reconstitute it, or significantly reducing the police budget when the jurisdiction did not face a significant revenue decrease in the prior fiscal year

Applies only to localities in Census-designated urbanized areas; rural police departments are explicitly exempted from the restrictions

Requires defunding jurisdictions to immediately return any grant funds received, with those amounts reallocated to non-defunding localities within the same state
