Secretary of Veterans Affairs must conduct a comprehensive study on the feasibility, benefits, and risks of implementing distributed ledger technology (blockchain) to improve claims adjudication and prevent fraud, waste, and abuse in benefits administration

Study must examine how the technology could improve clarity, traceability, and reliability of benefits claims; reduce fraudulent and inaccurate claims; improve accountability in claims handling; and identify irregularities in benefits delivery

Secretary must consult with distributed ledger technology experts, veterans service organizations, heads of other federal agencies with blockchain experience, and other appropriate stakeholders

Report due to Senate and House Veterans' Affairs Committees within one year of enactment, including feasibility findings, potential benefits and risks, recommendations for pilot programs, and any required legislative or administrative actions
