Amends Section 130i of title 10 to require the Secretary of Defense to delegate counter-drone authority to unified combatant commanders, service secretaries, or other appropriate officials

Expands drone detection methods to include remote identification broadcast and exempts counter-drone technology, procedures, and protocols from public disclosure under FOIA and state/local transparency laws

Extends the authority's sunset date from December 31, 2026 to December 31, 2030, and updates reporting deadlines from 180 days to one year

Clarifies that federal criminal statutes (sections 32, 1030, 1367 and chapters 119/206 of title 18) do not apply to DoD or Coast Guard drone mitigation activities conducted outside the United States

Expands covered facilities and missions to include DoD property protection, CBRN incident response assistance to state/local officials under the Stafford Act, and time-limited emergency response operations
