Expands the VA's Solid Start program outreach methods from phone calls only to include text messaging, virtual chatting, mailings, and other electronic forms of communication for recently separated service members

Requires the VA Secretary to establish a mechanism allowing eligible veterans and eligible persons to send and receive correspondence about educational assistance benefits through electronic communication channels

Veterans and eligible persons enrolled in education or training programs must be given the option to opt into electronic correspondence instead of traditional mail for their educational benefit communications

Extends certain limits on veterans' pension payments from November 30, 2031 to January 31, 2033
