Requires the VA Secretary to establish within one year an online scheduling program allowing VA employees to directly book appointments for veterans with non-VA health care providers participating in the Veterans Community Care Program

The information technology system must allow schedulers to view, search, and sort available appointments by type of care, location, and date, as well as provide referral documents directly to community care providers

VA must prescribe implementing regulations within 90 days and conduct outreach to encourage non-VA providers to participate, including creating a public website with program details and enrollment instructions

Requires semi-annual reports to Congress for five years detailing the number of participating providers and appointments scheduled, broken down by scheduling method, medical service category, and month

The program terminates seven years after enactment and codifies the scheduling provisions into Title 38 of the United States Code as Section 1703H
