Requires the Secretary of Veterans Affairs to implement an information technology system within one year to detect fraud, waste, and abuse in claims submitted by health care providers under the Veterans Community Care Program

Mandates specific IT system capabilities including continuous claims monitoring, real-time data analysis, machine learning to identify fraud patterns and reduce false positives, and post-payment analysis for service overuse

Funds the fraud detection system through the existing VA franchise fund established under Public Law 104-204

Requires annual reports to Congress for six years (starting two years after enactment) on system effectiveness, estimated savings, and planned enhancements

Extends certain pension payment limits from November 30, 2031 to January 30, 2034 under Section 5503(d)(7) of title 38
