Adds therapeutic and diagnostic medical physicists to the list of VA healthcare positions eligible for appointment under Title 38, placing them in the same category as physicians, podiatrists, and dentists for pay purposes

Establishes qualification requirements for both positions: completion of a post-graduate clinical training program and board certification in the relevant medical physics field, as approved by the VA Secretary

Creates separate professional grades ("Therapeutic medical physicist grade" and "Diagnostic medical physicist grade") within the VA personnel system

Requires the VA Secretary to submit a report to Congress within one year on the effects of the pay changes, including impacts on full-time and contract medical physicists and costs to the Department
