Amends the Animal Welfare Act to define "violation" as any deficiency, deviation, or failure to comply with the Act's provisions, regulations, or standards

Requires USDA to inspect each research facility and dealer/exhibitor premises at least once annually, with mandatory follow-up inspections until all violations are corrected

Authorizes inspectors to confiscate or humanely destroy animals found suffering physical or psychological harm during inspections, and prohibits facilities from destroying animals once notified of confiscation intent

Increases civil penalties to up to $10,000 per violation (calculated per animal and per violation), with penalties not reducible by more than 10%, and imposes a $1,500 penalty for failing to obey cease and desist orders

Requires USDA to share all violation records with state, local, and municipal animal control or law enforcement officials within 24 hours of inspection
