Amends 18 U.S.C. § 116 to create federal crimes for performing genital or bodily mutilation on minors and for chemically castrating minors, with penalties of up to 10 years imprisonment and fines

Prohibits gender-affirming surgeries on minors (including mastectomy, vaginoplasty, phalloplasty, and other procedures) and the prescription of puberty blockers, cross-sex hormones at supraphysiologic doses for purposes of gender transition

Maintains existing federal prohibitions on female genital mutilation and adds criminal liability for facilitating, consenting to, or transporting a minor for such procedures

Provides exceptions for procedures medically necessary for physical health, treatment of individuals with differences of sex development (intersex conditions), precocious puberty treatment, and complications from prior procedures

Explicitly excludes mental, behavioral, or emotional distress from qualifying as a health-based exception, and prohibits prosecution of the minor victim
