Authorizes the Secretary of Veterans Affairs to purchase or develop a cloud-based IT system for managing inventory (expendable and nonexpendable items) at Veterans Health Administration medical facilities

Requires a pilot program at one VHA facility before system-wide implementation, with full deployment to be completed within 3 years of enactment

Prohibits the Secretary from proceeding until submitting a report to Congress that includes a comprehensive supply chain strategy, cost estimates, implementation schedule, and staffing assessment tracking gains/losses since October 1, 2022

Mandates an independent assessment of past supply chain modernization program failures, responding to a March 2021 GAO report (GAO-21-445T) on VA acquisition management challenges

Extends certain limits on pension payments under 38 U.S.C. 5503(d)(7) from November 30, 2031 to December 31, 2032
