Creates a new federal crime for intentionally fleeing U.S. Border Patrol agents or assisting law enforcement officers while operating a motor vehicle within 100 miles of the U.S. border

Establishes tiered criminal penalties: up to 2 years imprisonment for the base offense, 5-20 years if serious bodily injury results, and 10 years to life if death results

Makes aliens convicted of or admitting to this offense inadmissible to the United States and deportable if already present

Bars aliens convicted of or admitting to this offense from eligibility for immigration relief, including asylum

Requires the Attorney General and Secretary of Homeland Security to submit annual reports to Congress detailing the number of violations, charges filed, apprehensions, and penalties imposed
