Committee chairs must submit names of Members whose amendments were adopted to the Clerk of the House or Secretary of the Senate within 3 legislative days after a bill is reported or passed

House Rules Committee and Senate Rules and Administration Committee must report names of Members whose floor amendments were adopted within 3 legislative days of passage

Special reporting requirements apply to Appropriations, Ways and Means, and Finance committees, which must identify Members responsible for specific provisions in reported bills

The Clerk of the House, Secretary of the Senate, and Government Publishing Office must include Member attribution as footnotes in all reported, engrossed, enrolled, and enacted versions of legislation

Provisions are enacted as rules of each chamber and may be modified by either House under its constitutional rulemaking authority
