Establishes a competitive grant program within the National Institute of Food and Agriculture to fund construction, alteration, modernization, renovation, or remodeling of agricultural research facilities and equipment at schools of agriculture

Provides $500 million in mandatory funding annually from October 1, 2025 through October 1, 2029, plus authorizes up to $1 billion in additional appropriations for each fiscal year 2026-2030

Allows the Secretary to waive cost-sharing requirements and provide up to 100% federal funding on a case-by-case basis

Requires equitable distribution of grants across geographic regions, diverse institutions, various areas of agricultural science study, and facilities of different sizes, with no single state receiving more than 20% of available funds

Addresses an estimated $11.5 billion in deferred maintenance needs at 91 schools of agriculture nationwide, with total facility replacement costs of $38.1 billion as of 2021
