Prohibits the President, Vice President, Members of Congress, and their spouses, children, and in-laws from owning controlling stakes in digital assets, serving as officers or owners of digital asset issuers, or receiving compensation from digital asset sales, marketing, or mining

Bans covered individuals from trading digital assets while in office if they possess material non-public information about those assets

Prevents SEC-reporting companies from issuing, selling, or transacting in digital assets on behalf of covered individuals

Includes anti-evasion provisions barring indirect participation through trusts, corporations, LLCs, political committees, or other entities where the covered individual exercises control or holds 5% or more beneficial ownership

Violations subject to criminal penalties under 18 U.S.C. Section 216, which can include fines and imprisonment for conflicts of interest offenses
