Authorizes the Secretary of Agriculture to issue a special use authorization for relocating a memorial honoring 9 Air Force crew members killed in a C-141B transport plane crash on August 31, 1982, in the Cherokee and Nantahala National Forests during a training mission

The memorial would be moved from private land adjacent to the Cherohala Skyway to the Stratton Ridge rest area at mile marker 2 on the Cherohala Skyway in Graham County, North Carolina, within Nantahala National Forest

Site selection requires approval from the Secretary of Agriculture, the North Carolina Department of Transportation, and (if adjacent to a Federal-aid highway) the Federal Highway Administration

No federal funds may be used for relocation, installation, or maintenance; all costs must be paid by the individual or entity requesting the installation, including application processing, environmental analysis, and ongoing maintenance

The Secretary may impose terms and conditions on the special use authorization, including provisions preventing any enlargement or expansion of the memorial
