Authorizes sanctions including visa bans and asset freezes against Georgian government officials, parliamentarians (serving since January 1, 2014), and their family members who have engaged in corruption, violence, or actions blocking Georgia's Euro-Atlantic integration

Requires a classified intelligence report within 180 days examining Russian intelligence penetration in Georgia, with an annex on Chinese influence and potential Russian-Chinese cooperation

Mandates a 5-year U.S. strategy for bilateral relations with Georgia within 90 days, including assessment of whether Georgia should remain the second-highest recipient of U.S. funding in the Europe and Eurasia region

Calls for suspension of the U.S.-Georgia Strategic Partnership Commission (established January 9, 2009) until Georgia takes steps to represent democratic wishes of citizens and advance EU/NATO membership as required by Article 78 of Georgia's Constitution

Sunsets 5 years after enactment, with provisions to expand military cooperation and people-to-people exchanges if the President certifies Georgia has shown significant progress toward reinvigorating democracy and Euro-Atlantic integration
