Covers disposable plastic beverage bottles, film plastic carryout bags, plastic food ware (including items marketed as compostable or biodegradable), and expanded polystyrene products

Requires regional directors to develop proactive visitor education strategies explaining water availability expectations and program rationale, and to ensure consistent implementation throughout each park unit including in concessioner agreements

Mandates biennial evaluations submitted to the Director and Secretary of the Interior, assessing public response, visitor satisfaction, buying behavior, safety incidents (dehydration or disease from surface water), and plastic bottle collection rates
