Amends the Department of Energy Organization Act to define "critical energy resource" as any energy resource essential to U.S. energy sector and systems with a supply chain vulnerable to disruption

Adds ensuring adequate and reliable supply of critical energy resources as an official purpose of the Department of Energy

Requires the Secretary of Energy to conduct ongoing assessments of supply chain vulnerabilities, domestic production capacity constraints, federal regulatory impacts, and how adversarial nations exploit critical mineral markets

Directs development of strategies to strengthen supply chains through diversifying sources, increasing domestic production and processing, developing substitutes, and improving recycling technology

Mandates a report to Congress within two years on assessment status and any regulations, guidance, or actions taken as a result
