Allows the remains of Armed Forces members who died from injuries incurred in line of duty to lie in honor in the U.S. Capitol rotunda upon request of the primary surviving next of kin

Requires the Secretary concerned to notify the primary surviving next of kin of their right to make this request, following procedures established in the National Defense Authorization Act for Fiscal Year 2006

Excludes service members whose injuries fall under exclusions specified in section 105 of title 38, United States Code

Directs the Architect of the Capitol, under guidance from the Speaker of the House and President pro tempore of the Senate, to determine scheduling and establish regulations for identifying the primary surviving next of kin

Applies only to Armed Forces members who die on or after the date of enactment
