Eligible grant recipients include states, local governments, Indian tribes, metropolitan planning organizations, territorial governments, and nonprofit organizations working with these entities

Requires a maximum 80% federal cost share, with a waiver available for up to 100% federal funding for entities demonstrating economic hardship

Establishes an oversight board (using up to 5% of appropriations) with representatives from EPA, HHS, DOE, USDA, nonprofits, and academia to select grant recipients and evaluate project effectiveness annually
