Requires NIST and NOAA to jointly develop a chemical analysis-based methodology for identifying the country of origin of seafood to combat illegal, unreported, and unregulated (IUU) fishing

Methodology must be portable (field kit carried by one person), minimize processing time, and work on prepared foods like sushi, sashimi, ceviche, and poke

Pilot studies must be conducted on red snapper (stationary stock) and three tuna species—bigeye, yellowfin, and bluefin (migratory stocks)

Under Secretary must submit a report to Congress within 2 years summarizing the methodology, providing an implementation plan, and explaining any impractical aspects with alternative approaches

Developed in consultation with U.S. Customs and Border Protection and the Coast Guard to meet federal and state law enforcement needs
