Prohibits Department of State employees, officers, agents, and grant/contract recipients from engaging in or facilitating conduct that would unconstitutionally abridge the free speech of U.S. citizens

Bars State Department funds from being awarded to any entity that publishes "advertising blacklists" designed to discourage advertisers from supporting individuals based on their speech content

Prohibits funding for entities that create, test, or distribute censorship tools without sufficient safeguards to prevent their use against U.S. citizens' free speech

Defines "censor" to include exerting coercive pressure on social media companies to suppress speech, or contacting platforms directly or through academic institutions to remove content

Requires the Secretary of State to notify congressional foreign affairs committees and affected citizens within 7 days of learning about any actual or potential censorship activities by covered parties
