Expands eligibility for VA temporary lodging facilities (Fisher Houses) to include TRICARE beneficiaries who must travel significant distances to receive care at non-VA facilities, on a space-available basis

Extends lodging access to family members and others who accompany and provide familial support to eligible TRICARE beneficiaries, also on a space-available basis

Requires the Secretary of Veterans Affairs to establish criteria for providing space-available access to temporary lodging facilities for the newly eligible groups

Defines "Fisher House" as housing facilities located at or near VA medical facilities that are constructed and donated by the Zachary and Elizabeth M. Fisher Armed Services Foundation or the Fisher House Foundation, Inc.

Amends Section 1708 of title 38, United States Code, to implement these changes to the existing temporary lodging program
