Secretary of State must submit a report to Congress within 120 days on U.S. efforts to promote international policies addressing sea level rise's effects on statehood and maritime zones

Establishes U.S. policy that climate-driven sea level rise should not cause countries to lose statehood, UN membership, or diminish their maritime zones used for food and livelihoods

Commits the U.S. to preserving the legitimacy of maritime zones established under the UN Convention on the Law of the Sea, even if not updated due to sea level rise

Supports Pacific Islands Forum and Alliance of Small Island States initiatives to determine, memorialize, and publish coastal baselines under international maritime law

Required report must include assessment of bilateral and multilateral diplomatic efforts, barriers to policy adoption, and list of countries and organizations that have adopted similar policies
