Extends the Emergency Food Assistance Program (TEFAP) commodity purchasing authority from 2023 to 2030, authorizing $500,000,000 annually for fiscal years 2026 through 2030

Doubles funding for emergency food program storage and distribution from $100,000,000 to $200,000,000

Extends emergency food program infrastructure grants through 2030

Creates alternative delivery options for geographically isolated states (Hawaii, Alaska, Puerto Rico, Northern Mariana Islands, U.S. Virgin Islands, and Guam), including access to the Department of Defense Fresh Fruit and Vegetable Program and a direct purchase option allowing up to 20% of allocated commodities to be converted to cash for local procurement

Allows the Secretary to consider factors beyond lowest price (such as product variety and transportation distance) when awarding contracts for fresh produce packages under the program
