SBA Administrator must establish within 180 days a grant program for minority-serving institutions and HBCUs to create or expand programs promoting minority business ownership and entrepreneurship

Grants of at least $250,000 each would fund business development resources for student entrepreneurs, including free legal, accounting, HR, IT, marketing, training, counseling, and access to startup capital

Eligible institutions include Hispanic-serving institutions, Tribal Colleges, Alaska Native-serving institutions, Native Hawaiian-serving institutions, Predominantly Black Institutions, and Asian American and Native American Pacific Islander-serving institutions

$50 million authorized for the grant program, with recipient institutions required to submit mid-year and year-end reports tracking students trained, businesses created, and referrals to SBA resources

Establishes a Minority Entrepreneurship Advisory Board within 180 days to develop recommendations on how these institutions can better serve minority businesses and entrepreneurs
