Amends the Arms Export Control Act to exempt the United Kingdom from defense export licensing requirements without requiring a bilateral agreement, placing the UK alongside Canada in receiving this preferential treatment

Waives the bilateral agreement requirement for defense exports to Australia under the 2007 U.S.-Australia Defense Trade Cooperation Treaty

Excludes certain sensitive items from the Australia treaty exemption, including complete rocket systems capable of delivering 500+ kg payloads to 300+ km range, and individual rocket components as defined in Missile Technology Control Regime Category I

Maintains export restrictions on toxicological and biological agents, nuclear weapons design and testing articles, and defense items that Australian laws would prevent Australia from enforcing treaty control measures
