Protects family caregivers' eligibility for monthly personal caregiver stipends if an eligible veteran dies during a pending appeal, allowing payment of benefits owed as of the veteran's death date

Mandates that VHA employees evaluating caregiver program appeals receive the same guidance and training as higher-level adjudicators under section 5104B

Directs the Secretary to consider lessons learned from the Veterans Benefits Management System when developing the new digital system

Requires consideration of whether other VHA programs would benefit from similar single digital system development for application processing
