Amends Title 38 to prohibit the Board of Veterans' Appeals from denying relief on a supplemental claim solely because the appellant did not present new and relevant evidence

Limits the evidentiary record for cases remanded to the Board by the Court of Appeals for Veterans Claims to evidence previously considered by the Board

Allows appellants to submit additional evidence within 90 days following a remand from the Court of Appeals for Veterans Claims, which the Board must consider in the first instance

Extends certain pension payment limits from November 30, 2031 to January 30, 2035
