Amends the Mineral Leasing Act for Acquired Lands (30 U.S.C. 351 et seq.) to extend its leasing framework to hardrock minerals on federally acquired lands

Defines "hardrock mineral" to include minerals in sedimentary or other rocks, base metals, precious metals, industrial minerals, and precious and semi-precious gemstones

Excludes from the hardrock mineral definition: coal, oil, oil shale, gas, sodium, potassium, sulfur, and materials covered under the Materials Act of 1947

Reformats existing statutory definitions in section 2 of the Act into numbered paragraphs for clarity
