Expands the Santa Monica Mountains National Recreation Area boundary to include the Rim of the Valley Corridor, as depicted on a National Park Service map dated April 14, 2023

Lands acquired within the Rim of the Valley Unit will be administered by the Secretary of the Interior under existing National Recreation Area laws and regulations

Authorizes the Secretary to make minor boundary revisions after notifying the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources

Protects continued operation, maintenance, and modification of existing water resource facilities and public utilities within the Rim of the Valley Unit

Requires utility and water facility activities to reasonably avoid or reduce impacts on Rim of the Valley Unit resources
