NASA Administrator required to conduct research and development under the Advanced Capabilities for Emergency Response Operations (ACERO) project to improve aerial responses to wildfires using NASA-developed tools and technologies

Research goals include advanced aircraft technologies for airspace management, real-time data exchange for wildfire response teams, development of an interoperable situational awareness platform, and establishment of multi-agency coordination involving federal, state, and local governments

Prohibits NASA from procuring unmanned aircraft systems manufactured or assembled by covered foreign entities, with case-by-case waivers available if determined to be in the national interest and Congress is notified within 30 days

Requires annual reports to House and Senate committees describing research activities, collaboration efforts, and topics needing further research, continuing until December 31, 2030

Authorizes collaboration with federal, state, and local agencies, regional organizations, commercial partners, and academic institutions, while requiring consultation with other federal departments to avoid duplication
