Comptroller General must conduct a study on federal programs, rules, and authorities that enable or inhibit wildfire mitigation across federal and non-federal land ownership boundaries

Study must evaluate whether changes to identified programs would increase capacity or funding access for federal land management agencies, FEMA, U.S. Fire Administration, and state, local, and Tribal governments to mitigate wildfires

Study must assess activities under the Healthy Forests Restoration Act of 2003 (Section 103(e)), including how to improve efficacy and whether the provision has increased funding access

Report with study results and recommendations to simplify cross-boundary wildfire mitigation due to Congress within 2 years of enactment
