Secretary of the Interior must conduct a comprehensive review of federal permitting processes for stone, sand, and gravel development on federal lands, consulting with other federal agencies, industry stakeholders, and state authorities

A report on the permitting review must be submitted to Congress within 180 days, including analysis of inefficiencies, recommendations for streamlining, and economic impact assessment of current permitting timelines
