Amends the Animal Welfare Act to define "rooster" as any male Gallus Domesticus older than 6 months and prohibits using the Postal Service or interstate instrumentalities to transport roosters

Makes gambling on animal fighting ventures illegal, including both in-person and broadcast events

Prohibits causing any individual under age 16 to attend an animal fighting venture

Allows any person to file civil citizen suits in federal district court to enjoin violations, with fines up to $5,000 per violation and potential recovery of attorney's fees

Authorizes seizure of all real property (including leasehold interests, lots, tracts of land, and improvements) used to commit or facilitate violations of animal fighting sponsorship or exhibition laws
