Authorizes the Secretary of Agriculture to enter into self-determination contracts and self-governance agreements with Indian Tribes and Tribal Organizations to administer the Food Distribution Program on Indian Reservations (FDPIR)

Allows Indian entities to purchase agricultural commodities directly for their food distribution programs, provided the commodities are domestically produced, maintain similar nutritional value, and do not materially change total food package amounts

Establishes presumptive eligibility for Indian entities that meet requirements under Title I or IV of the Indian Self-Determination and Education Assistance Act of 1975

Requires the Secretary to submit annual reports to the House and Senate Agriculture Committees describing activities carried out by Indian entities under these agreements, beginning one year after enactment

Terminates the existing FDPIR demonstration program under the Agriculture Improvement Act of 2018 once all current tribal contracts under that program expire
