Amends the Endangered Species Act of 1973 to exempt farmed sturgeon legally held in captivity or controlled environments from certain ESA prohibitions, including the take prohibition under Section 9(a)(1) and consultation requirements under Section 7(a)(2)

Extends the exemption to progeny of qualifying captive sturgeon until such time as the fish are intentionally returned to a wild state

Requires persons holding exempt sturgeon to demonstrate that the fish qualify for the exemption and maintain inventories, documentation, and records as the Secretary may require by regulation

Prohibits the Secretary from imposing record-keeping requirements that unnecessarily duplicate other rules already promulgated under the Endangered Species Act
