Renames the "Bureau of Land Management Foundation" to "Foundation for America's Public Lands" and adds support for BLM's multiple use mandate to the foundation's purposes

Expands the Board of Directors from the current structure to a maximum of 12 members within 180 days of enactment, 15 members after 2 years, and 18 members after 4 years

Requires specific Board representation including members with experience in fossil fuel and non-fossil energy production, ranching/grazing on federal land, non-motorized recreation, motorized recreation, hunting/fishing or recreational shooting, and mining

Prohibits foundation funds from being used for litigation expenses or lobbying activities to influence pending legislation

Authorizes $10,000,000 per year for five fiscal years to the Secretary of the Interior, replacing the previous "such sums as necessary" authorization language
