Prohibits individuals convicted of misdemeanor or felony assault of a law enforcement officer from receiving any Small Business Administration assistance or participating in SBA programs

Bars individuals convicted of felonies for actions during or connected to a riot that resulted in destruction of a small business from all SBA assistance and programs

Defines "small business concern" by reference to Section 3 of the Small Business Act (15 U.S.C. 632)
