Program must run for 2-3 years, with written guidance developed in consultation with DHS components using home kenneling, the Office of Health Security, and the National Treasury Employees Union

Handlers must complete training on daily canine care including feeding, exercise, and medical needs before participating

Final report due to Congress within 180 days of program termination, including cost-benefit analysis, job performance data, and health/wellbeing comparisons between home and centralized kenneling
