Amends the Homeland Security Act of 2002 to require the FEMA Administrator to provide ongoing stakeholder outreach, engagement, education, technical assistance, and support before, during, and after awarding grants under both the Urban Area Security Initiative (UASI) and State Homeland Security Grant Program (SHSGP)

Mandates annual surveys to collect feedback from State, local, Tribal, and territorial stakeholders on grant awards and the effectiveness of FEMA's outreach efforts

Requires FEMA to provide summaries of survey results and stakeholder feedback, along with explanations of how feedback was incorporated into subsequent grant funding opportunity notices

Directs the Comptroller General to submit a report within 2 years on the effectiveness of FEMA's stakeholder outreach and technical assistance for UASI and SHSGP grants

Requires the FEMA Administrator to submit a report to Congress within 3 years detailing actions taken under the new outreach requirements, including survey results and summaries
