Authorizes Alaska Natives in Haines, Ketchikan, Petersburg, Tenakee, and Wrangell to form Urban Corporations under the Alaska Native Claims Settlement Act, addressing their historical omission from eligibility under the 1971 law

Conveys approximately 23,040 acres of federal land (surface estate) to each of the five new Urban Corporations, with the subsurface estate going to the Regional Corporation for Southeast Alaska

Enrolls Alaska Natives who originally enrolled to these five villages as shareholders in the new Urban Corporations, granting 100 shares of Settlement Common Stock to each eligible Native

Requires conveyed lands to remain open for subsistence uses, noncommercial hunting and fishing, and public recreational access, with Urban Corporations allowed to impose reasonable restrictions for safety and resource protection

Establishes mutual use agreements between the Forest Service and Urban Corporations for shared access to roads and transportation facilities, and allows each Urban Corporation to create a settlement trust for health, education, welfare, and cultural preservation
