Establishes a Golden Dome Direct Report Program Manager (4-star general rank) reporting directly to the Deputy Secretary of Defense with broad acquisition, contracting, and budgetary authority to develop and deploy a comprehensive homeland missile defense system against ballistic, hypersonic, cruise missiles, and unmanned systems

Requires development of layered defense capabilities including space-based sensors and interceptors, expansion of Next Generation Interceptors at Fort Greely, Alaska to 80 units by January 2028, accelerated Hypersonic and Ballistic Tracking Space Sensor deployment, and construction of Aegis Ashore systems in Alaska and Hawaii

Mandates accelerated development of non-kinetic defense capabilities including cyber warfare, directed energy weapons, AI-driven battle management, and autonomous agents to counter cruise missiles and drone swarms, along with resilient positioning/navigation/timing systems for GPS-denied environments

Authorizes $23.023 billion for FY2026 across 23 categories including $5.9 billion for space-based missile defense, $3.1 billion for tracking sensors, $2.5 billion for non-kinetic R&D, $1.5 billion for PAC-2/PAC-3 munitions, and $750 million for terrestrial radar modernization

Amends 10 U.S.C. 130i to expand DoD authority to counter unmanned aircraft threats through December 2030, adds new protected facilities, exempts counter-drone information from FOIA disclosure, and requires space acquisitions to maximize competition while preserving the space industrial base
