Prohibits the possession or use of body-gripping traps (including steel-jaw leghold traps, kill-type traps, and snares) in the National Wildlife Refuge System, with the prohibition taking effect 120 days after enactment

Exempts federal agencies using traps to control invasive species or protect threatened/endangered species, but only after all nonlethal methods have been exhausted and documented

Exempts the National Wildlife Refuge System in Alaska and members of federally recognized Indian Tribes using traps for subsistence purposes

Establishes penalties of up to $500 civil fine per trap possessed or used, up to 180 days imprisonment, or both, with fines adjusted annually for inflation

Requires forfeiture of any body-gripping traps and captured wildlife (including pelts) used in violation of the law, and violators must pay all associated court costs
