Amends the Environmental Quality Incentives Program (EQIP) to set tiered payment limits: 75% of costs for most conservation practices, 40% for infrastructure projects like dams, ponds, irrigation systems, and waste facilities, and 100% of income foregone by producers

Reduces the maximum EQIP payment limit per producer from $450,000 to $150,000

Eliminates existing provisions related to livestock-related funding allocation while retaining the wildlife habitat funding allocation requirements

Requires the Secretary of Agriculture to submit annual reports to Congress detailing EQIP obligations by practice category, fiscal year, state, and producer operation size
