Secretary of State must submit annual reports to the House Foreign Affairs Committee and Senate Foreign Relations Committee on adverse security clearance adjudications within 90 days of enactment and annually thereafter

Reports must include the number of individuals receiving unfavorable outcomes (denials, suspensions, or revocations) from initial background investigations, periodic reinvestigations, and continuous vetting programs

Data must be disaggregated by position type (Foreign Service officer, civil service employee, other), ethnicity, national origin, race, and gender where available

Reports must include the number and success rate of appeals related to assignment restrictions or reviews, plus a description of criteria used to determine adverse outcomes

Initial report must cover the period beginning January 1, 2024, through the submission date, with subsequent reports covering one-year periods
