Authorizes $5,000,000 for fiscal years 2025 and 2026 for the USGS to develop maps, identify priority flooding areas, and create a public website for community planners and emergency managers

Mandates a two-phase National Academies study on groundwater rise impacts: Phase I examines infrastructure exposure (roads, buildings, utilities, sewers) and earthquake soil liquefaction risk; Phase II assesses public health threats including underground contamination mobilization and drinking water/agricultural contamination

Requires the USGS Director to submit a report to Congress within three years of initiating the study, summarizing findings and providing mitigation recommendations for the executive branch and Congress
