Requires the EPA Administrator to publish final regulations and implementation guidance simultaneously with any new or revised national ambient air quality standard, including information on preconstruction permit applications under the standard

Prohibits application of any new or revised air quality standard to preconstruction permit reviews until the EPA publishes the required implementing regulations and guidance

Exempts certain preconstruction permit applications from the 2024 Primary Annual Particulate Matter₂.₅ Standard (89 Fed. Reg. 16202, March 6, 2024) if the application was deemed complete before final area designation or if a draft permit was published within 60 days after designation

Preserves requirements for permit applicants to install best available control technology and lowest achievable emission rate technology, and maintains state, local, and tribal authority to impose stricter emissions standards than federal requirements

Amends Section 109 of the Clean Air Act (42 U.S.C. 7409) by adding new subsection (e) on timely issuance of implementing regulations and guidance
