Reviews must compare average transfer times between the two sales methods, assess workload impacts on State and Defense departments, and evaluate national security and competitiveness benefits

Reports due to Congress within 30 days of each review, including transfer time averages, leading causes of delays, steps taken to reduce delays, and any changes to the FMS-Only List with justifications

Congress finds that Department of Defense contracting often adds significant time to defense transfers, and some items could be delivered faster through direct commercial sales

Reports submitted to House and Senate Foreign Affairs/Relations and Armed Services committees in unclassified form with optional classified annex
