Expands expedited export license review to cover all defense article transfers (exports, reexports, retransfers, temporary imports, and brokering) wholly within or between Australia, Canada, the United Kingdom, and the United States

Exempts defense articles and services transferred among AUKUS partners from congressional notification requirements under Section 36(c) and (d) of the Arms Export Control Act

Requires the President to submit annual reports to Congress for 15 years on the expedited review process, including number of licenses issued, list of applicants, and defense articles covered

Mandates the Secretary of State and Secretary of Defense to review the Excluded Technologies List annually for 5 years (beginning 180 days after enactment), then every 3 years thereafter, to ensure only statutorily required items remain restricted

Expresses sense of Congress that the President should work with UK and Australia to address extraterritoriality issues that create inefficiencies in defense repair, maintenance, and sustainment operations
